Q3 Compliance Update

Are you involved in Market Engagement?

The Cernavoda supply chain team will be engaged in a comprehensive market engagement with over 40 key vendors and contractors this October and November 2025. To ensure a smooth and fair process, we will be hosting Fair Competition Training sessions, which are vital for your awareness and understanding. We warmly invite you to join these engaging sessions. Keep an eye out for your invite – we look forward to seeing you there!

Is it a dinner or a Bribe?

Before the FCSA Governance & Compliance Director, Tolani Azeez, can address your question, she will need the following details: 

  • Are the costs reasonable, legitimate, justifiable, appropriate, proportionate (not extravagant nor excessive);
  • Does the entertainment have a negative impact on the Client, FCSA or Fluor’s reputation if knowledge of any entertainment became public;
  • Does the entertainment affect the decision making process including for example government decision making or commercial decision making (e.g. during tender period or other decision making period)
  • Does the entertainment impose a sense of obligation on the recipient (e.g. improperly secure something in return)
  • Are public officals or family members of the Client invited?

Make sure you register the dinner in the FCSA Gift and Hospitality Register

As mentioned in the June 2025 Job bulletin (F6SA-JBN-03-001), all Cernavoda Project personnel will be requested to register any gifts, entertainment and/or hospitality offered to or received from third parties, Public Officials, stakeholders and/or our Client in relation to the Cernavoda Project by updating the Gift and Hospitality Register: C34 Gift and Hospitality Register.xlsm

Please do not request or accept gifts, entertainment and/or hospitality (or offer gifts, entertainment and/or hospitality) without prior email approval from the FCSA Project Director (Menko Ubbens) and the FCSA Governance & Compliance Director (Tolani Azeez).

For approved gifts, entertainment and/or hospitality, please provide substantiation (the purpose, estimated value and in case of entertainment the attendees and who paid) by email to the Project Compliance email address, FCSA.C34.Compliance@fluor.com so that the register will be complete and accurate.
